Heterogeneous effects of e-government on urban and rural public services: the perspective of the digital divide
Summary. E-government improves public service satisfaction in both urban and rural China, but rural gains are smaller due to the digital divide. Rural populations have less internet access and lower digital literacy, limiting their ability to use online government platforms. Older rural residents and those in less developed regions face the greatest barriers. Closing the digital divide through improved internet access and digital literacy training is essential for e-government to effectively serve rural populations and promote equitable public services.
