Summary. China's shift from incremental urban expansion to connotative renewal requires fundamental governance changes. The paper argues renewal must move from land-finance dependence to value regeneration through pluralistic co-governance. Key reforms include empowering grassroots actors, diversifying funding, adopting flexible planning controls, and ensuring resident participation. Rural renewal specifically needs land system innovation and endogenous industry development. The authors propose an EPRSO framework centered on multi-subject relationships and equitable value distribution to achieve urban-rural linkage and sustainable prosperity.
